For the evaluation of surveillance system, usually the system is described in detail and a set of 'attributes' is selected to evaluate. Examples of those attributes may be found in the guidelines for evaluating surveillance systems by CDC (1988):

  1. Simplicity
  2. Flexibility
  3. Acceptability
  4. Sensitivity
  5. Predictive value positive
  6. Representativeness
  7. Timeliness

The European Centre for Disease Prevention and Control (ECDC) has added some other attributes to this list:

  1. Completeness
  2. Validity
  3. Usefulness
  4. Stability
